In the fall of 2007, Tri-County
CAP's Youth Alternatives Program in Carroll County was reborn as the
Carroll County
Restorative Justice Center with an expanded array of
services for youth and adults. Restorative Justice works
on the premise that the effects of crime are best addressed by involving the
offender, the victim, and the community in repairing the damage caused by
the crime. The Restorative Justice Center offers programs that
help address issues specific to the offender, the victim, and the community
at large.
